Chapter 2 – Governance in Singapore:
Factor 1 : Leadership is Key
- Honest and capable leaders are needed to maintain stability in the government and to make the right decisions for the countries
- These leaders must have the moral courage and integrity to do what is right and what is wrong.
- Potential leaders are specially selected and groomed.
- Beside talent and ability, leaders are also selected base on their good character
- Singapore need good leadership not only in the government but also in every segment of Singapore’s society.
Significance (Why is good leadership important)
Good leadership is significant because good leaders have moral value and is willing to serve people. They will ensure citizens are well taken care of and also the country is well-maintained.
Factor 2: Principle of Being Forward-Looking
- NEWater is an example of how the government prepares for the future by ensuring self-sufficiency in water supply
- The government communicated with the people to assure them that NEWater is safe for drinking
- The government decided to build the integrated resort to keep up with the tourism rate.
- Singapore is always open to new ideas and be willing to take the risk.
Significance (Why the principle of being forward-looking important)
Principle of looking forward is significant because it ensures that we could see future challenges or opportunity and we can quickly think of solutions. Also it make sures the country can survive and prosper. If the government is not able to look forward, the country will be weaken and citizens will live in hunger and hardship.
Factor 3 : Reward for work and work for reward
- When people are rewarded base on their ability and hard work, they are encouraged to do well
- It gives everybody in society an equal opportunity to archieve their best.
- An example will be students that excel in studies or CCA are rewarded.
Significance (why Reward for work and work for reward important)
The principle of reward for work and work for reward is significant because it will motivate citizen to do the best to get rewarded and achieve success. Singapore will than get capable and hardworking citizens which will lead the country to grow and prosper. If people are not rewarded for their effort, they will not work as hard for the country and we will lack of talent.
Factor 4 : A stake for everyone & opportunity for all
- Having a say in decision-making develops in people a greater sense of belonging to the country
- During feedback sessions, people get to voice out their supports and concern
- Decisions may change to suit the needs of citizens
Significance ( why a stake for everyone & opportunity for all important)
The principle of having a stake for everyone is significant because it creates a sense of belonging to the country and citizens will be loyal and willing to defend the country. If people don’t have stakes in their country they will feel left out and will not wish to support the government.
In conclusion, the most important principle is leadership as aving a strong leadership has greater impact and more long term than the other 3 factors.
Only when we have strong leaders then the government will ensure the other principle of governance is in place. However, leadership cannot work alone.

Area Licensing scheme
- Before traffic volume became too serious, the government made plan to manage the traffic flow in the CBD.
- Under this scheme, motorist have to pay for the use of certain road in Singapore
- To support ALS, bus services was improved, parking fare in CBD increased and park and ride facilities were implemented.
Significance
This is significant as the aim to control was achieved and there is smooth traffic flow in CBD. However, high labour cost is needed to hire cisco guards.
Electronic Road Pricing
- As technology improved, more efficient ways of monitoring and regulating traffic flow become possible.
- Using up-to-date technology enable the transport system to stay relevant
Significance
It aims to control traffic was achieved and it was much more efficient with lesser labour cost. However, members of the public may be unhappy about the rising cost of ERP charges.
Park-and-ride scheme
- Motorist could park their vehicle in specific car park which were outside the city
- They could use public transport to enter the city
- Mortorist switched to regular bus service
- They thought it is not worthwhile to leave the car outside city
Significance
Park-and-ride scheme is not as successful as few car owners used the park and ride scheme. Millions of dollars invested wasted as land was allocated for the car park and shuttle bus company were set up for this scheme. However, the scheme is modified and its still being used today. This shows that as time passes and needs of the people change, measures that did not work in the past may work today
Vehicle Quota system
- In 1990s, there was a sharp increase in car ownership
- There was an urgent need to control the car population
- Under VQS, LTA determinded the number of new motor vehicle allowed for registration
- The COE entitles motorist to own the car for 10 years
Significance
The VQS is quite successful in keeping traffic smooth in Singapore. It is successful in making car ownership more expensive and thus controlling number of car owner and cars in Singapore. However, it may not work well if economy is good and people are more well-off and willing to buy more cars
In conclusion, I think the most important measures in keeping traffic flow smooth is the VQS because it will ensure there will not be a huge number of cars on the road. It is also long term and have a better impact than the other measures.
